:An upload by the creator is always the easiest way (for Wikipedia). If the author of that blog also is the creator of the image, then an alternative would be for him to add a comment there, saying that it is published with a suitable license. For images uploaded to the Commons, a license statement can be sent by e-mail to the [[:commons:OTRS|OTRS]] (see details there).
